GriefDefender - Would be the protection plugin I'd suggest for modded as it offers so much customisation for allowing and disallowing particular case-specific item/block/entity interactions. LuckPerms - You're probably already aware of this one, a permission management utility for building groups or just granting permissions to the default group (/lp group default permission set myPermission.node) So commands from /ban, /kick, to /tpa, /randomtp, /spawn, /kit etc etc Nucleus - Adds all of the commands and subsequent permission nodes you'd need.

Plugins for Sponge go in the server's mods folder, and the main three you'd want to add are: Some can also be found on Spigot, but must explicitly state Sponge compatibility to work! You mentioned spigot specifically, so it's worth me pointing out that Sponge requires 'plugins' that are designed specifically for or are made compatible with the Sponge API. I'd steer clear of Magma (and Mohist, as another user suggested), as it's an unstable solution. For people wanting the latest version (we need more persons like you), Sponge is finishing the biggest "jump" (between legacy and 1.13+) and 1.15.2 implementation will be released soon.(SpongeForge only) Thanks to mixins, you can easily interact with mods using Sponge's abstract layer (like .Player for Forge's EntityPlayer etc.).A better abstraction layer, allowing plugin developers to safely implement new features and allowing multiple implementations of Sponge (like SpongeVanilla or SpongeForge).Uses Java 8 features (now, Paper also upgraded its minimal recommanded version to Java 11).However, I think Sponge is the "go to" API for servers (modded or vanilla) in 2020 for several reasons:

Why not just make a mod that implements the Spigot API ? It should allow easily-removable Spigot support and it could not break the server implementation (here Forge).
